I have often uploaded new pages and not had a chance to get any backlinks immediately. When I've gone back a couple of weeks later I have found that I'm top for my keywords. Even when this happens, I always like to reinforce it with a few decent backlinks to improve longevity of the good positioning. I don't think I would rely solely on a one-sided approach, but I have definitely noticed big improvements in my rankings after making minor changes to my tags, page content, and even filenames.
